Franc Liu began in technology, then moved through enterprise leadership, Big Four audit, private equity and cross-border law. That path shapes a practical approach: a legal structure must work with cash flow, governance, systems and people; an AI solution must work with data, security, responsibility and measurable business value.
A technology foundation
Work at Huawei and Motorola created an early understanding of software, products, project delivery and communication between technical and commercial teams.
A management and investment perspective
Years in core corporate leadership roles, including CFO/COO positions, Big Four audit and PE/VC work built experience with cash, reporting, controls, investment decisions and operating teams.
Concurrent, jurisdiction-specific roles
Since May 2024, Franc has been based primarily in Hanoi as Senior Partner and Co-Managing Partner of Công ty Luật TNHH Hòa Nghĩa Quan Đạt (Việt Nam). He also maintains his China legal practice relationship with Shanghai Winglobal Law Firm. China-law and Vietnam-law work are handled through their respective professional entities and appropriately qualified professionals.
Professional foundation
Franc holds a practice license issued by Vietnam’s Ministry of Justice and is licensed to practice in Vietnam. He is also a U.S. CPA (AICPA), with China legal and tax-agent credentials subject to their applicable status and scope.
